The Âé¶¹ÊÓÆµ's Expanded Learning Opportunities (ELO) Program is designed to provide students with academic support, enrichment, and a safe environment beyond the regular instructional day. These programs align with Senate Bill 153 (2024) and support the development of the whole child.
Program Components
Each ELO-Program shall include the following core elements:
- Academic Support: Activities that reinforce and complement the school-day curriculum.
- Enrichment Activities: Opportunities such as art, music, physical activity, STEM, and social-emotional learning.
- Safe and Supportive Environment: Supervision and safety protocols aligned with district policy.
Hours of Operation
- Instructional Days (180 days): The combined instructional and expanded learning minutes must total at least nine (9) hours per day.
- Non-Instructional/Intersession Days (minimum 30 days): Programs shall offer a minimum of nine (9) hours of in-person expanded learning opportunities per day.
Eligibility and Enrollment
ELO Programs are open to eligible TK–6 students. To qualify for ELOP, the student must be part of:
- Foster youth
- Homeless youth
- English learners (English Learners must be K-6. PK is exempt from the ELPAC per Assembly Bill 2268.)
- Students eligible for free or reduced-price meals
No fees shall be charged to eligible students, as defined in Education Code 8483.7(d).
Attendance and Reporting
Regular attendance is expected. Site staff shall maintain accurate attendance records in compliance with California Department of Education (CDE) guidelines and for program funding requirements.
Staffing and Training
Programs shall maintain the following student-to-staff ratios:
- Grades 1–6: 20:1
- PK/Kindergarten: 10:1
All staff shall receive ongoing training in:
- Youth development
- Student safety and supervision
- Equity and inclusion practices
Roles and Responsibilities
A. District Responsibilities
- The Coordinator of Extended Learning or designee shall: - Oversee program implementation in accordance with Education Code 46120 and SB 153
- Provide technical support to school sites
- Ensure compliance with reporting and documentation requirements
- Supervise external partners and vendors
 
B. School Site Responsibilities
- School Site Administration - Facilitate collaboration between school-day and ELO staff
 
C. ELO Program Providers Responsibilities
- Each ELO site administrator or designee shall: - Coordinate day-to-day ELO operations
- Facilitate collaboration between school-day and ELO staff
- Monitor attendance and staffing
 
External Partners and Vendor Requirements
Community-based organizations, contractors, or vendors shall:
- Enter into a formal agreement (MOU/contract) including scope of services, insurance, indemnification, and policy compliance
- Comply with background checks (Education Code 45125.1), training, and safety protocols
- Align programming with the School Plan for Student Achievement (SPSA) and CDE Quality Standards
- Submit required documentation (e.g., attendance data, lesson plans, staff rosters)
- Participate in regular coordination with school and district staff
Program Evaluation and Continuous Improvement
Programs shall be evaluated annually using:
- CDE’s Quality Standards for Expanded Learning
- Student and family surveys
- Attendance and engagement data
- Staff and partner feedback
Findings shall guide program design, staff development, and vendor selection.
Equity and Access
In alignment with SB 153, programs shall be prioritized at sites with the highest percentage of students eligible for free/reduced-price meals. The District shall continue expanding access for underserved student groups. Currently, the District offers in-person after-school ELO programs at all 29 elementary and PK–8 sites.
Annual Declaration of Intent
The District shall annually notify the Superintendent of Public Instruction of its intent to operate ELO Programs, in accordance with Education Code 46120(c)(2)(C).
